It is really unclear, what the government can possibly do such that they would have failed in their obligation. Such that they would admit that they had failed and you will be able to collect money. (...) There's a case with a child who was beaten and suffered brain damage by his father and then the mother sued the Department of Social Services because they knew about the abuse before it got worse and they didn't do anything about it. She lost also. (...) The only time the government has an obligation to protect you as an individual is if you are in their custody. So ironically the women in that case didn't have any right to government protection but after the criminals were arrested, they had a right to government protection.
