I just came down from Chile. (...) Most of things out there are privatized.  (...) I was driving on beautiful highways, all of them privatized. So there's your answer to - who will build the roads or - who will let the roads deteriorate, which is the real question. The fire fighters in Chile are volunteers for the most part. Taxi drivers are usually volunteer fire fighters.
